The Human Resources Manager is responsible for maintaining a responsive Human Resource Department by implementing and administering all company policies and procedures. This position contributes to the attainment of New York Air Brake’s annual goals through the recommendation, development, implementation, and administration of relevant policies and programs, while delivering quality HR services to client group.


Essential Functions

  • Advising, counseling, and supporting client group in the interpretation of and adherence to human resources initiatives, policies, and procedures. This includes ensuring compliance with federal and state employment laws and regulations.
  • Counsel managers in the use of performance management tools, corrective action plans and disciplinary actions.
  • Partner with management in the continuous improvement of the plant employee relations.
  • Oversees and/or conduct: recruitment and retention activities; onboarding and orientation; exit interviews; maintaining up to date job descriptions with managers.
  • Maintain skills matrix and conduct gap analysis based on current workforce skills and skills needed now and in the future. Develop training plans for each position and develop a tracking mechanism to capture training.
  • Develop, coordinate, and conduct HR training programs.
  • Participates in merit review process, incentives, and performance evaluation programs.
  • Participate in merger and acquisition activity as available.
  • Project work as required to support Human Resource function.


Skills and Competencies

Technical Capacity

  • Comprehensive understanding of HR principles, techniques, and procedures.
  • Experience in using HR strategies to assess and resolve HR issues.
  • Must have a working knowledge of laws and regulations relating to human resources.
  • Must have knowledge of generally accepted compensation practices and theory.
  • Must have excellent interpersonal skills, facilitation, and presentation skills.
  • Must be comfortable performing multifaceted projects in conjunction with day-to-day activities.
  • Ability to interact with all levels, with comprehensive consultative, partnering, facilitation and influencing/negotiating skills.
  • Critical thinking.
  • Process/Project Management skills, including ability to analyze data and problem solve.
  • HRIS experience


Supervisory Responsibility
This position has supervisory responsibilities. <5


Work Environment
The employee will be required to perform duties on a computer terminal. The employee may be exposed to shop floor conditions, i.e., noise, heat, cold, dust/dirt etc.

The physical demands are representative of those that must be met by an employee to successfully perform the essential functions of an office work environment position.


Required Education and Experience
Bachelor’s Degree in applicable field (HR Management, Industrial Relations, Business, Other)

5+ years of Human Resources practitioner experience

2+ years of HR Supervisory/Management experience


Training/ Certifications: PHR or SHRM-CP Certification Required. SPH or SHRM-SCP preferred.
