Purpose of the Job
The Test & Commissioning manager acts as a player-coach, while leading the KB Signaling project Test & Commissioning team in delivery of best-in-class Signaling Solutions during project tender and execution phases.
Direct reports: Senior Lead T&C Engineers, Lead T&C Engineers and T&C Engineers
Main Responsibilities
- Lead the KB Signaling T&C teams in definition and execution of Test & Commissioning strategy enabling KB Signaling to meet scope, quality, schedule, budget and technical performance targets
- Manage, prepare, plan, document and drive execution of all Test & Commissioning activities associated with commissioning signaling systems
- Drive teams in execution of highest quality T&C activities in the field, including management of material, tools, test fixtures, documentation, T&C personnel, access and logistics;.
- Pro-actively manage the interfaces with customers, engineers, consultants and sub-contractors; and
- Provide technical guidance and mentoring of T&C Team members in the proper execution of tests;
- Support tender teams in delivery of compliant and cost-effective bids for T&C Scope;
- Assess processes and competencies related to T&C activities and ensure alignment with North American Signalling Industry benchmarks;
- Serve as coach and mentor for T&C team to ensure development and growth of individuals and team competencies;
- Responsible for ensuring delivery of T&C teams’ highest performance in terms of Quality, Costs and Delivery and in compliance with KB Signaling policies, local standards and regulations (in particular EHS and Railway Safety).
- Monitor and adjust the T&C work package budget for all projects involving T&C.
Qualifications
- Bachelor’s degree in engineering, Electronic/Electrical Engineering or related field, or equivalent experience.
- 10 years of progressive, freight or commuter railroad or heavy rail transit work experience in designing or testing and commissioning activities for signal systems;
- Experience must include multiple years of experience with:
- Automatic train control and Positive Train Control signaling systems;
- Vital Microprocessor-based Interlocking Systems including iVPI;
- Vital Train detection systems and track circuits including AFTC5;
- Highway Grade Crossing Warning systems;
- Wayside signalling components;
- Experience must include multiple years of experience with:
- Demonstrated hands-on leadership with ability to perform Test & Commissioning tasks in a Rail Signal System Environment;
- Excellent communication skills (read, written, spoken) with English Language as native tongue
- Demonstrated experience in leading teams and executing tests in a railroad signal environment
- Demonstrated experience in customer-facing roles and internal stakeholder coordination;
- US Driver’s License Required
- Ability to work in harsh railroad wayside environment exposed to hazards such as live third rail, train movements, and heavy machinery during day and night shifts and weekend work activities such as cutovers.
